Neihter 8.0 nor 8i are certified on W2003. Only 9iR2 (9.2) and 10g are certified.

To clean (almost) all Oracle components (after trying with OUI) use Del key in Windows explorer and Regedit (HKLM\Software\Oracle, HKLM\System\CurrentControlSet\Services).
