I agree. In fact, you can look at the Popular Cached Documents in EM | Web Cache. Our forms are originally set up for users to go through webcache. The list contains a few tiny gif images used by our web forms. But the big jar files are not cached. Our Cacheable Misses and Noncacheable Misses are also close to 100% (in webcache admin page).
