I would advise you to ignore the "other party" in the future as that "party" is totally clueless.

You are correct that changing server time will change Oracle time but there is no justication for changing any time whatsoever. It is the wrong solution to your still unstated problem. Describe the problem, in detail, and Oracle version number and we will give you advice that works.
