Pro*C not working with MODE=ORACLE

Ok, I have Pro*C installed and all that, but I cannot get it to work with the MODE=ORACLE set so that I can compile without a declare section. Is this broken in Oracle 9i? I try sample code from the oracle install and sample code from the internet, neither work, but if I put that declare section it works just fine...

I am running with "proc myfile.pc MODE=ORACLE", it also is supposed to be set by default but it doesn't work without me specifying it either.  when I do "proc /?" it shows that mode is set to oracle.

Anyone know what could be going on? I'm on windows xp by the way.
