You have a good start with your questions.

Get your team involved with the topics that you have posted -- let them help decide where you are going and why.

Meeting peers in things like OUG is a good idea also.

The oncall coverage is usually a touchy thing -- let your team brainstorm on this, listen to what they come up with, make a decision and try your decision for a while, get feedback, decide if you want to make changes.

The system DBA versus app DBA debate is also known as the physical versus logical DBA. It all depends on how big your team is, what their strengths and interests are, and where the team "is" and where the team "needs" to "be".

Some techies are not good at dealing with people -- often this can create a bad situation if place in an app dba role -- confrontations with developers and/or business owners and customers. But can you afford and/or encourage people to not gain people skills and not to get closer to where the business is?
