Stuff like export, import, sql loader - they all run in the equivalent to a DOS box. In order to do so, they need to be able to 'log in' as a Windows user.

In the simplest case, Host credentials is the userid and password for the WINDOWS user that created/owns Oracle. In a real (production) environment, it relates to a user that can run 'batch jobs' in Windows, can execute %ORACLE_HOME%/bin executables, and has access to the database.
