You can't clean DBA_2PC_PENDING/NEIGHBORS views with the procedure DBMS_TRANSACTION.PURGE_LOST_DB_ENTRY when you're in 9i if you haven't set up a classical rollback segments configuration (UNDO_MANAGEMENT='manual'), unless you can afford restarting another instance every time you encounter locks due to distributed transactions.
