  try doing a regular export without exporting the data. Then open the export file in any text editor and delete out the binary stuff. Presto... New DB create script. I have not done this recently but it worked with Oracle 7.3 and 8.0 on a windows server. If this doesn't work try downloading Free Toad from www.toadsoft.com. It has many export options that are ALL SQL file based.
