As for as I know VCS Setup provides only HA but no load balancing, i.e., in a 2 node VCS, only one node will be used for database access. In case, there is problem with that node, VCS clustering will switch to other node (HA) within a short period of time.
In 9i RAC, all the nodes can be used in parallel (load balancing). In case, a node fails, Oracle connections can automatically be switched to remaining working nodes (HA). This is the major advantage RAC has over VCS.
In Order to use 9i RAC, one either needs a clustering file system (CFS) or one uses raw devices. If you decide to use CFS, you can get it from Veritas or from SUN.
