Yes, UNICODE has been available for quite some time. However, using Polish as a direct character and language set has been supported for even longer. For more details, read the Globalization manual for the version you want to install. The manuals are all available at http://docs.oracle.com

Due to the age and [pending] desupport of the older versions and excellent backward compatibility of the newer versions, you are encouraged to install only Oracle9i Release 2 and Oracle 10g.

Since the term Globalization has been changing, I refer you to the documentation for each version as follows:
