To OP: sounds like you are talking about a chapter from the Oracle 8 DBA handbook where the concept was that you could "perhaps" plan a disk configuration by weighting the io loads/rates of various oracle datafiles. Perhaps somewhat naive but maybe not a bad starting point for some people to start thinking about various factors involved.

If all you have is a windows server with various internal drives, you may not have a lot of flexibility in your approach.
