Depends entirely on what is defined as part of the infrastructure. For example, Single Sign-On has a tough time looking up the relevant information in OiD/LDAP if that is in the Infra database which is shut down. Ditto Farm/Cluster config changes.

But if nothing is changed and DC metadata is required, you're right.
