sounds like a problem I ran into numerous times. But my probs had nothing to do with versions and/or SE/EE.. Rather the buggy-ness of the DBCA :)
I tried a lot fo things, and this finally worked for me; Within DBCA, you have to define directories for the pfile, control files, etc.etc.etc..
The DBCA uses variables for these, e.g. {ORACLE_HOME}. When I hard-coded those paths (so C:\Oracle\ora920\bin instead of {ORACLE_HOME}\bin) everywhere I could find them, everything went well. I also do not use the option to "create the database". Just let the DBCA write the scripts to a certain location (e.g. C:\Oracle\admin\<SID>\create\, where <SID> is the name of your database), this way you can check them for errors, or rerun them easier then rerunning DBCA.
