You could of course have tried to find out what SPOLICY is in the source database.
Likely it has to do with Row Level Security. If your database uses RLS, you *must* connect as SYSDBA to get a correct export.

As usual trying to export a higher version export in a lower version database will fail miserably. As has been explained over and over and over again here.
