Well, duh, because the market share for rdbms is different than the market share for packaged applications. Buying Peoplesoft increases the packaged application market share and doesn't change Oracle's rdbms market share. But increasing app market share may have a positive effect on the rdbms market share due to all the other packages. Especially if, or when, MS makes a major move.

Of course, if it has _too_ much of a positive effect, well, that's what the Justice Department and New York Attorney General are afraid of.
