Because the world has moved onto RH9 and Fedora, and Oracle has long since moved on to 9i and 10g.

Given that the combination you mention is neither supported nor certified, one must presume you to be seeking to practice, experiment and learn, rather than setting up a production environment. But if that is so, why then are you considering using such an archaic combination of operating system and rdbms, when more up to date versions of both are so readily available at zero cost?
