Running Oracle on IBM xSeries 455 - "really" does 16 way SMP?

The specs (last page) on the IBM xSeries 455 (with the 64-bit Itanium 2 chip) appears confusing with the comment "Number of processors" - "1/16 (up to 4 processors per x455 unit)".

Does this limit you to a 4 x (4-CPU servers), when maxing out CPUs at 16? It just reminds me of the old SP Nodes running AIX and RISC chips.

Oh yeah, please don't tell me I could always run RAC if this were the case! I'd rather not.

I have searched a lot and maybe I am concerned over nothing, but does this server really do true SMP (act as 1 server) on a fully loaded x455 with 16 CPUs .
