Sure, you need to post the line no in error, because it is unclear whether the create user fails or the grant. Likely the grant, because you don't have with admin on that role.

Other than that, if you want to give away all control over your database by allowing a procedure to create account, without intervention of the DBA (and annoy the DBA), this is of course the way to go.
