Statspack Load Profile section

I have a statspack report that shows 0.53 logins per second in the Load Profile section but in the Instance Activity section of the statspack report it shows 640 "logons cumulative". It was a 20 minute snapshot so 0.53 logins per second works out to over 2264 logins. Anyone explain the descrepancy? The reason I'm asking is that most all of the SQL being utilized is having to go through soft parsing and I can't figure out why. If there are indeed 2264 logins that might explain all the soft parsing? It's a very, very active database and we have hit a performance roadblock and can't scale anymore due to high cpu utilization.
