It seems that when the query is run locally, it doesn't work. When it is run remotely, it does. Since you have a select against a local table, it runs locally by default.

Try this, and see if it works:

insert /*+ driving_site(a) */ into BGCI_TIMEOUT_at_LNK14.WORLD a SELECT * FROM BGCI_TIMEOUT Tom Best
