It's time to call up your favorite Oracle Sales rep. This is one of the few license questions has never been answered to my satisfaction.

My understanding (which needs to be confirmed by Oracle) is that any number of DBAs can use it for database administration, maintenance and troubleshooting - referring to the Database Administration Guide, Chapter 1 for the appropriate definitions these terms.

Note that licensing of the optional Packs is a separate issue and will normally cost you extra.
