As part of the license for the database, you get Oracle Enterprise Manager - also known as OEM. The OEM software is on the CDs that come with your database.

Personal recommendation - use at least OEM 9i that is included with the Oracle9i database and appication server. The previous versions, 1.x and 2.x, are painful in comparison.
