Are you trying to set up a new datum or coordinate system? Oracle does support ellipsoids used for that; in fact they have a large number of ellipsoids predefined, stored in the MDSYS schema.

There is a well documented process to create a new coordinate system in the user manual at http://docs.oracle.com ( go to Oracle9i database, then Spatial). This is also provided, in great detail, in the online 1440 minute 'Advanced Spatial' courses at http://education.oracle.com - sign up for Online Library.
