Mention to your dba he can get the commands to create indices from the exp utility, and modify them to be put whereever. But Ana nailed the DBA on the head with the "how long would that take" question, if your indices are big enough to be too expensive to fit on the hardware...

Maybe your DBA can split off some old data into RO tablespaces so the more recent data and indices can fit.
