works on either, but in windows you should have been able to start the service thru the GUI, but I have seen that method not work where the command will. One thing you do need to do is set it to start automatically, this can be done thru the GUI. Depending on how you are connecting, you dont neccesarily have to have the listener going, if your oracle_sid is set you dont need the listener running to connect thru sqlplus.
