When downtime is a critical issue, then yes, you should consider which tasks
you could move to before and after the downtime window, taking down the
system only for the crucial upgrade tasks.
Note that 11.5.9 consolidated update 2 is out since last december, so I recommend you to apply this one as well - that way you can avoid lots of bugs (and Oracle supports continous suggestions to upgrade to latest patch levels in case of problems).
Due the complexity of Apps and the upgrade process, there is really lots that you can do to shorten the downtime, I wont start listing them here, but you can get a doc I wrote a year ago on the topic from http://integrid.info/11idowntime.doc (it's 30 pages and covers the upgrade process starting from planning issues up to database tweaking to get additional performance).
