Rman and Insufficient Privileges Error

We have a vendor supplied database system running on Windows 2000 with Oracle8. Our network admin is wanting to do backups on the databases and for some reason the vendor isn't being helpful. Anyway, we're trying to use rman with the command:

rman target 'system/<pswd>@mcho'

And we get this error: ORA-01031: insufficient privilegs

No one at our site knows Oracle (we didn't set up the server and we don't have any Oracle docs) and we're at a loss as to how to get this to work.

Any helpful suggestions would be appreciated.
