No, both accounts can have the same password.

Aside from checking for the defaults, just sign on to the database and change them! Fire up SQL*Plus as a member of the dba group and 'connect / as sysdba'. Then change the user's passwords.

And by the way, Oracle 9i is not supported on Windows 98. Install on Windows 2000 or Win XP Pro.
