There is a backlash against outsourcing now. Some parts are sustainable and some are not. Anyone can do bad java code. For administrative purposes, the database (well, not really, it's the managers) requires someone local. And the definition of administration is broadening.
I had come to this conclusion myself, then saw a talk on administration futures by Guy Harrison where he said it, then a solicited commercial email from Mike Ault where he said it, too.
Deserving has nothing to do with it. It's the useful application that gets the money.
And the drudge development that can be outsourced? Bangalore is losing it to China and Eastern Europe.
