There are a lot of 9i situations around - well worth the time to learn that properly. (Some, however, challenge whether 'certification' and 'properly learned' are allowed to appear in the same paragraph.)

I think it will take a competent 9i DBA to understand the implications and migrate to 10g properly.

Even 10g will require some real 'DBA' interaction in spite of the 'self-managing' aspects being discussed. IMO, 10g will take the "day to day mindless repetitive drudgery" out of the DBA's job, opening up a whole new set of areas to learn.
