On Woody (with most recent kernel) and Sarge I get the same issues:

$ uname -a
Linux oraser 2.4.26 #3 Sun Apr 18 10:51:34 CDT 2004 i686 unknown

In the beginning I get:

error: cannot open Packages index using db3 - No such file or directory (2)

In the window that I launched the installer. Later on, when I get to the step during installation "Linking ODBC generic connectivity executables" I get a popup saying:

Error in Invoking target 'ihsodbc sdo_on' of makefile '.../rdbms/lib/ins_rdbms.mk'

Then, I continue and a little later when I get to the step during installation "Linking Utilities executables" I get another popup saying:

Error in invoking target 'utilities all_no_orcl' of makefile '.../rdbms/lib/ins_rdbms.mk'

Thanks
Jay
