There's also a hidden parameter _recyclebin in final version of 10g, if you set it false, then tables are purged immediately, even when you don't specify the "purge" option.

This parameter is settable also at session level.

But anyway, I don't see a big problem with the recyclebin, because (supposedly) the dropped segments are purged automatically if tablespace runs out of space or user runs out of quota.
