SQL Programmer is an extremely useless tool for PL/SQL Development. The unmatched cost/perf ratio offers Allround Automations' PL/SQL Developer. It has some minor hassles, but for its price, it is a real performer.
Quest's tools mentioned by Danniel are generally costly, but very helpful.
