Are you sure this is all it does? I would think there is some impact on kernel requirements, for unix systems, at least (maxfiles, ninode, nfiles). Don't know much about windows, but there must be some impact on the OS of opening all those files at the same time ( http://support.microsoft.com/default.aspx?scid=kb;en-us;163202 maybe proves it irrelevant?).

I think you are basically right, this all shows that this parameter is a historical vestige.
