I wouldn't be too sure about that. It looks like OTS is resorting more and more to the 'cover ur ass' tactics that are so familiar from other vendors.
Are you sure all OTS personell knows how to - edit a tnsnames.ora file?
- create a database manually, without using the dbca?

I woulnd't want to set any bet on that.
