Click on the Oracle Database 10G link follow the prompts

You'll see the option to download the 10G database, 10G companion CD as well as the 10G client

Here is a link to the solaris client,
http://otn.oracle.com/software/products/database/oracle10g/htdocs/solsoft.ht ml

Download and install the client that you need for your PC/Workstation. The EM java console is available in there.
