No, you can't get most of the alert log from v$ views. That's rather why Oracle invented the alert log and the v$ views as two separate things in the first place.

But, if you have 9i, and if you care to search Google for the words 'Oracle Alert Log External Table', you will find numerous suggestions on how to make the contents of the alert log visible within a SQL*Plus session by simple select statements.
