Pretty simple really if you base it on economics:

Let's say you pay $X/CPU for Oracle licenses and $Y for Oracle support.

By test/benchmark/evaluation/experience you determine your load demands 100% of 2 CPU to provide satisfactory Oracle product performance.

By test/benchmark/evaluation/experience you determine your application(s), with high CPU usage, require 2 CPU independant of the Oracle usage.

You can put this on a two 2-CPU machines or one 4-CPU machine.

Remember that Oracle licenses must be purchased for all CPUs on a machine. Should you decide to put this on a 4-CPU machine, on Oracle licenses alone you have just spent twice the amount you need to spend.

Compare the (savings of your product licenses and annual support on dedicated Oracle ehardware) with the (cost of a machine and the portion of annual salary for a System Administrator to manage that extra machine).

Now present the comparison to any manager (such as your boss) and ask what decision you should make?
