I didn't say it would fix that problem, merely that you might as well get it right to eliminate possibilities.

Well, you can use dbca to create the database first, but you'll need emca to populate it with the repository. Emca itself only calls a bunch of SQL scripts to do that, if memory serves, but I wouldn't know off-hand what those are.

Next thing to eliminate: how much swap space does your box have?
