Well, that note is not exactly authorative is it? "About every minute" is as good as I saw. And that was in response to someone posting that re-registering takes place with delays of "up to a few minutes", a statement which the Oracle representative conveniently ignored in his reply.

What may or may not happen when the listener is re-started doesn't exactly persuade either, because that's a special case with quite possibly a special code path. In the general case, where listener and instance run continuously, one needs to deal with the evidence of the listener.log... which I posted last time, and which has all sorts of registration times in it, but which averages out over 12 hours at once every 5 and a bit minutes.
