I am in the midst of setting up a similar system. The 9i client will basically work with 10g, though I am having a problem connecting through the 9i Windows Enterprise Manager to the 10g DB using anything other than the SYS account. The EM will complain that any user needs SELECT ANY DICTIONARY rights even after that right has been granted.

Anyway, for your immediate problem, you might check to see if the listener is running. Try starting it with "lsnrctl start".
