I think the reason Oracle has resisted creating GUI tools is that it has been more hesitant to burn its vendor base than Microsoft.

Microsoft has gone after third-party vendor after third-party vendor putting them out of business. Remember Lotus? Remember Borland? Remember Netscape? Now they are after Real Networks and the antivirus  makers.

One nice thing about Oracle interfaces ... is that there is choice.
