Yes. As well as Standard and Enterprise. The download includes all the components of all three editions. The decision is made at install, not download time, since all three use the same core.

One common mistake is to believe that Personal Edition is somehow 'less' than the others. Personal Edition is simply a packaging of Oracle Enterprise Edition targetted at developers. If you look at the manuals, you will notice that Personal has almost all functionality as Enterprise with the notable exception of RAC.
