the question to ask is can the local system account (or whatever account owns oracleserviceXXXX) rename the file.

as to checking security in windows.

alternate click the directory in explorer choose properties
choose the security tab
I'd be looking at the permissions for SYSTEM not for you. check for read/write and modify.

is this a networked or standalone pc/server? If the former the renaming may be restricted by a domains security policy (though that seems unlikely).
