All of your questions can be answered by reading the manual. As you have a Yahoo e-mail address you can use Internet Explorer or the like, and you have a working Internet connection. *Everyone* can subscribe to OTN for *free*. Your statement you can't access the online Oracle docs is consequently incorrect.
