I am totally confused by what it is you are asking. Oracle 8 is an old unsupported version of the database that has nothing to do with reporting.

Are you looking for recommendations on report writing software?

If so look at:
Oracle Reports
Oracle Discoverer
Crystal Reports (now owned by Business Objects) Cognos
Brio

The features needed are those that meet your requirements of which you have provided no information. Reports for what? Graphs? Drill down? Cube?
