Error VXA-2028 after starting OMS

Hi all,
am I right here for Questions related to OMS ? I'm running 9.2.0.4 on Suse Linux 8.2 prof and since yesterday all went fine.
Before yesterday i ran my repository called "oemrep" Then I set up rman - repository "dbkat" for user Rman.

Rman became Owner of RecoveryCatalog as shown in Oracle-Documentation and received connect, resource grants.
After that I tried to start up oms with "oemctl start oms", wich should be present for completing the Rman-Repository. My try termitated with errorcode 56 and delivered VXA-2028

Today i tried again with "oemctl start oms sysman/oem_temp_at_oemrep" Now I've got some more information:
Management server startup tried to connect against "dbkat" sometimes and connection was refused by nonvalid user/password. The single output was: logon denied: "..../...._at_jdbc:oracle:oci8:dbkat"

Why does it connect against RMAN Repository? What went wrong?
