Standby databases were available in 7.3.4 (I think that this was when they were introduced). The Version 7 docs are also on otn much to my surprise and confirm this. On the other hand a standby database is really designed (or at least was back then) for DR purposes for your critical business data. It would seem to me that if the system is important enough to have a DR plan for it really ought to be running on a supported platform, not least for when the DBA dies in the disaster and you have to call support to perform the switchover. That would mean at least 8.1.7.4 and probably 9.2.
