Yes!

When I buy from the Oracle Store, the license is initially presented electronically. I get a paper copy with the actual delivered product.

When I download the 'development copy' from OTN, the only license I see is the electronic one.

Depends on what the reseller is actually selling you. A reseller who can sell restricted use licenses could possibly include the Oracle license document as part of their license document.
