The database licencing was recently revised for 10G to amend RAC / Standard Edition One among others

Although yes, it's true each licence depends on what deal you cut with Larry , the usual acme is

and this says that standby needs a full licence. [ since the DB is effectively open for reporting as someone else said ]

However, Clustering doesn't seem to need one (NOT RAC THOUGH -this is different ) - i.e. pri/sec failover
